Rear Admiral Charles Ray 

    Commander, Fourteenth District

    United States Coast Guard 


    Rear Admiral Ray assumed Command of the Fourteenth Coast Guard District in 2010.  His previous assignments were as Director of the Iraq Training and Advisory Mission -- and as Military Advisor to the Secretary of the Department of Homeland Security.  He has served in Department Head and Command positions for Search and Rescue, Drug Interdiction, Fisheries Enforcement, Immigration Enforcement and Defense operations across the Caribbean, Atlantic, Gulf of Alaska, Bering Sea and Pacific areas of operations. 


    Captain Casey White
    Sector Commander, Sector Guam

    United States Coast Guard

    Prior to commanding Sector Guam, Captain White served as Deputy Sector Commander for Sector Charleston -- and as Branch Chief for Officer Assignments at the Coast Guard Personnel Service Center in Arlington, Virginia.  She has served in a variety of operational assignments, both afloat and ashore including St. Petersburg, Florida; Cape Canaveral, Florida; and Seattle, Washington.  Captain White also served as a Command Center Controller for CG District Eleven in Long Beach, California.



    Ken O'Hollaren

    Executive Director

    Port of Longview, Washington USA


    Ken has served as the Port of Longview's Executive Director since 1988. Prior to joining the Port's staff in 1980, Ken worked as Operations Manager for Overseas Shipping Company and Evergreen Line.  Ken is a past AAPA Chairman as well as President of the Columbia River Channel Coalition, a multi-state coalition of ports and industry that successfully deepened the Columbia River navigation channel.  Ken will retire at the end of 2012.

    Both the Marshall Islands and Guam have annual Liberation Day celebrations to commemorate freedom from Japan's occupation during World War II.  Our Annual Conference is scheduled to coincide with Guam's festivities on July 21st.  The Port Authority of Guam has invited delegates and companions to join their staff and families to watch the parade and enjoy lunch in a private area on port property.  We will then depart via boat for tours of both commercial and recreational harbors followed by some cultural sightseeing.  It should be a day to remember!

The Port Alberni Port Authority, British Columbia, Canada has announced the appointment of Zoran Knezevic as new CEO effective July 3, 2012.  He'll replace current CEO, long-time Port Alberni staffer, and APP Executive Committee member Brad Madelung, who is retiring to pursue other interests.

Mr. Knezevic has over 26 years of experience in the shipping industry as well as port and terminal systems management.  He was an officer for the Yugoslavian Merchant Marine.  Upon moving to Canada in 1992, he continued his career in the marine industry starting at the Montreal container terminal and then at Deltaport, where he spent more than a decade.  Most recently he has worked as an industry consultant through his own company, Portside Solutions, focusing on trucking and drayage; operational and management solutions for marine and container terminals; and development and implementation of terminals' operating software.

Congratulations and welcome, Zoran Knezevic!


The Port of Stockton, California USA was recently awarded a $7.2 million portion of the San Joaquin County's California Transportation Commission grant funding to be spent on annual maintenance of the port's 35-foot deep channel as well as overdraft dredging to deepen parts to 37 feet.


"The dredging will allow the port to continue to provide accommodations for large ocean-going cargo vessels transiting up the channel from the San Francisco Bay," said Deputy Port Director Mark Tollini.

The U.S Army Corps of Engineers
is currently supervising an environmental study regarding potentially deepening the navigational channel's draft depth to 40 feet.


The Oregon International Port of Coos Bay USA recently reviewed bids for their railroad rehabilitation project, which will restore the 134-mile Coos Bay line (running between Coquille and Eugene) to full service, cutting travel time in half. 

The project will replace 90,000 railroad ties and 60 tons of gravel ballast in addition to rail alignment work.  Three companies submitted proposals.  Since the project is split into numerous segments, multiple companies could potentially be chosen for project completion.

After purchasing the line in 2009 after its closure in 2007, the Port has implemented the first round of repairs and re-launched partial service last fall as the Coos Bay Rail Link.  Cargo includes wood products, steel, and dairy feed.  Full service is expected to be restored later this year.
