Mr. Allen has more than 45 years' experience including the U.S. Army Corps of Engineers.  From 1984-2000 he held senior engineering management positions at the Port of Long Beach, California USA including Chief Harbor Engineer.  Currently he is the Ports & Harbors Practice Leader for Moffatt & Nichol and the U.S. representative to the Maritime Commission (MarCom) of PIANC.

libparadeBoth the Marshall Islands and Guam have annual Liberation Day celebrations to commemorate freedom from Japan's occupation during World War II.  Our Annual Conference is scheduled to coincide with Guam's festivities on July 21st.  The Port Authority of Guam has invited delegates and companions to join their staff and families to watch the parade and enjoy lunch in a private area on port property.  We will then depart via boat for tours of both commercial and recreational harbors followed by some cultural sightseeing.  It should be a day to remember!

Ernie Boston headshotLongtime Port of Pasco, Washington USA commissioner Ernie Boston died last week at the age of 86.  An active APP member often attending conferences with his wife Betty (pictured below at the Port of Long Beach last summer), Ernie served 17 years as a Port of Pasco Commissioner before stepping down in May for health reasons.

The Tri-City Herald newspaper wrote this about him: "Ernie Boston, who died last week, was a community leader of the first rank, with a quick intellect, long institutional memory and a business and political ethic that was outstanding -- indeed, inspirational.  At the same time, he was the most ordinary guy you'd ever meet. He was on a first-name basis with everyone...his influence will be felt far into the future."  Click here to read the full editorial about Ernie.

KaohsiungGroundbreaking recently began at the Port of Kaohsiung TIPC's second phase of their International Container Terminal.

Taiwan President Ma Ying-jeou said he hopes the Port of Kaohsiung can work toward becoming Taiwan's first showcase free economic zone to help propel the island's economic growth.
  The proposed zone will comprise the existing Kaohsiung Free Trade Zone, export processing zones, and industrial parks in the southern Taiwan city.


The government plans to invest NT$28.11 billion ($939 million USD) in the NT$90.6 billion ($3 billion USD) project for the terminal's second phase, which will include 19 new deepwater berths.  Project completion is scheduled for 2019.

U.S. Department of Transportation Secretary Ray LaHood visited the Port Authority of Guam last month to meet with Governor Eddie Calvo and other officials (including the Port's Board of Directors in the photo) to address the need for updating Port facilities, commend Port management in its efforts for improvements, and reinforce the DOT's partnership with Guam.


"Thanks to the leadership of people at this table, this port will get into the 21st century and we'll be part of the partnership that makes that happen," LaHood said following the tour.

This was LaHood's third visit to Guam. Prior visits occurred when he was a Member of Congress during discussions on moving Marines to Guam.
