Our networkingsuccessful Spring Conference was held in Nanaimo, British Columbia, Canada last month in partnership with the Pacific Coast Congress of Harbormasters and Port Managers.  Participants from both groups enjoyed new networking opportunities, a tour of the Port of Nanaimo, and many informative presentations.  Special thanks to our excellent speakers and generous sponsors (see below).  We'll post Conference pictures and PowerPoint presentations this week so stay tuned to our website!

libparadeBoth the Marshall Islands and Guam have annual Liberation Day celebrations to commemorate freedom from Japan's occupation during World War II.  Our Annual Conference is scheduled to coincide with Guam's festivities on July 21st.  The Port Authority of Guam has invited delegates and companions to join their staff and families to watch the parade and enjoy lunch in a private area on port property.  We will then depart via boat for tours of both commercial and recreational harbors followed by some cultural sightseeing.  It should be a day to remember!

Dr. Elizabeth "Liz" Blanchard was recently elected Chair of the Port of Stockton Board of Commissioners, becoming the first female chair in the Port's history.


Liz, who holds a doctorate in psychology, became a commissioner in 2008 and most recently served as vice chair.  During her tenure on the board, the Port has successfully won major funding grants, achieved federal dredging activities, and increased the port's maritime business.  Previously, Liz served eight years on the Stockton Planning Commission and two years on the San Joaquin County Planning Commission.  She is past president of the San Joaquin Delta College California Teachers Association, professor at San Joaquin Delta College, and administrator at the School of Education at the University of the Pacific.  Liz also serves on APP's Executive Committee.

fortThe Syongjhen North Gate Military Fort, built in 1875 and off-limits to the public ever since, is located on a hill overlooking Sizihwan Bay and the harbor of Taiwan's largest commercial port in Kaohsiung.  Last month, this all changed and visitors can now watch the sunset over the bay at one of the city's most scenic views, according to the Kaohsiung Urban Development Bureau.  This new viewing platform also offers a prime location for viewing vessels coming and going from Kaohsiung Harbor.

The fort's main gate, built of red bricks in an ancient Chinese style, has been designated as a historic site. The city government spent two years negotiating with the armed forces, which finally agreed to open the fort to the public last year, bureau officials said.
