Ruben Duran, Attorney
Burke, Williams & Sorensen
A partner in the Los Angeles office of Burke, Williams & Sorensen,
Ruben provides strategic advice and counsel and vigorous representation
to public entities throughout California on a range of special legal
issues. He currently represents governmental agencies such as ports,
cities, health care districts, local health initiatives, joint powers
authorities and school districts in a wide range of areas: new markets
tax credits; elections law; government contracting; governmental
transparency and best practices, including advanced conflicts of
interest; Brown Act and Public Records Act; Political Reform Act and
Government Code Section 1090. Ruben was the City Attorney for Desert
Hot Springs, California and General Counsel to its Redevelopment Agency
between 2006 and 2012. He also served as General Counsel to the
Fontana, California Unified School District. Ruben earned his
bachelor's degree in political science from UC San Diego and his juris
doctor from UC Hastings College of the Law. He was awarded the
prestigious and competitive Coro Foundation Fellowship in Public
Affairs prior to attending law school.
Patrick Trapp, Executive Director
Port of St. Helens, Oregon USA
Patrick began serving as Executive Director at the Port of St. Helens
in 2011 after a 30-year career in the United States Coast Guard.
Captain Trapp holds a Bachelor of Science in Management from the United
States Coast Guard Academy, and a Master's of Science in Homeland
Security and National Defense. He served in command of a variety of
units, including Commanding Officer of USCG Cutter Point Camden out of
San Pedro, CA; Commanding Officer of Station Grays Harbor, in Westport,
WA; Commanding Officer of Station Sandy Hook in Highlands, NJ; Group
Commander at Group Portland (Maine); and Sector Commander, Sector
Hampton Roads, Portsmouth, VA. Captain Trapp was awarded the
Meritorious Service Medal (four awards), the Coast Guard Commendation
medal (four awards), the Coast Guard Achievement Medal, and other
various unit and service awards.
Josť Ometeotl, Manager
Willdan Financial Services
At Willdan Financial Services, Josť Ometeotl oversees a staff focused
on district administration, new markets tax credits, tax increment
financing and real estate development finance. Mr. Ometeotl specializes
in real estate and redevelopment/planning consulting services for
public agencies. Mr. Ometeotl has served as a senior-level staff member
to two development-consulting firms where he led the consultant team in
the establishment and implementation of numerous tax increment
financing districts. Over the past decade, Mr. Ometeotl has negotiated
numerous real estate development transactions, whereby he conducted the
pro forma analysis; led the negotiation team; and coordinated a network
of support, assistance, and provided ongoing training to clients and
staff. Josť possesses a master's degree in Planning & Economic
Development from the University of Southern California (USC) and a
Bachelor's Degree from Cornell University in City & Regional

In addition to the informative and exciting activities that are
scheduled for the January 16-17th Winter Conference at the Kauai
Marriott Resort, delegates and companions can enjoy other optional activities. |
optional golf networking outing ($50 fee per player applies, RSVP
required) at the upcoming Winter Conference on Thursday, January 16th
will be held at the amazing Kiele Course at Kauai Lagoons, which sits
in a secluded southwest corner of the island of Kauai, conveniently
located onsite at the Marriott Resort. Once at the course, players will
discover that the famed Kiele has a sense of style uniquely its own.
Its fairways weave through mango and guava tree forests, along imposing
ocean cliffs and promontories high above the harbor, among some forty
acres of fresh water lagoons.
is said that when legendary golfer and architect Jack Nicklaus first
created the original Kiele Course in the late 1980s, the terrain lent
itself so well to his vision that he made but a single change to his
original design. In 2011, Jack Nicklaus was again called upon, this
time to redesign Kiele's back nine. Included in the redesign is a new
ocean hole that is now the centerpiece of what is the longest stretch
of continuous ocean holes of any course in Hawaii: four fabulous holes
providing over 1/2 mile of unobstructed oceanfront golf.

Companions will have the option on Friday, January 17th of a special
tour with lunch of Kilohana Plantation, a step back in time to the
golden age of sugar, the 1930's on Kauai. In 1935, Gaylord Parke
Wilcox, head of Grove Farm sugar plantation, decided to build his dream
home with his wife, Ethel. He hired Mark Potter, an architect highly
respected for his Diamond Head homes, to design the Tudor-style home
that would become Kilohana. The 16,000 square foot mansion was the
center of a 26,000 acre sugar tract and served as the family homestead
for many generations.
The home was richly crafted with fine
woods and Art Deco detailing. Lumber and materials arrived by barge
from the West Coast, with detailed moldings from England. Beautiful
pine wainscoting and coffered ceilings graced the living room,
hallways, foyer, library and staircase. Hawaiian artifacts were proudly
displayed along with rare artwork imported from the Orient and the
island kingdoms of the Pacific. Upon completion it was the most
expensive home ever built on Kauai and it served as both a working
homestead and host to many exuberant social gatherings and important
Kilohana Plantation estate was added to the
National Register of Historic Places in 1974 and was named a State of
Hawaii Historic Landmark in 1993. Today it remains one of the finest
examples of plantation era architecture in Hawaii.
