The Board of Commissioners for the San Diego Unified Port District recently appointed Randa Coniglio as its new President and CEO at its June 11th meeting. Coniglio was selected as the top candidate after a rigorous nationwide executive search that began last December. The appointment made her the first woman CEO in the Port's 52-year history.

Coniglio previously served as the Port's Executive Vice President of Operations, overseeing the departments of Real Estate, Maritime, Environmental and Land Use Management, Strategy and Business Development, Government and Community Relations, and Marketing and Communications.

Coniglio was hired in 2000 by the Port District after a 13-year private sector career in real estate development and real estate portfolio management. During her tenure at the Port, she has been promoted six times, having started in the Real Estate Department as a Senior Asset Manager.

"Randa is a focused, diligent and highly creative leader who consistently delivers strong outcomes," explained Port Chairman Dan Malcolm. "This, combined with her track record in gaining the trust of stakeholders, achieving consensus and maintaining long-term, mutually beneficial relationships truly set her apart as the best candidate for this position."

Paulette Lichatowich

In Oregon's May special election, voters elected two new commissioners at the Port of St. Helens, along with re-electing incumbent Mike Avent, to fill out the five-member board with Chris Iverson and Terry Luttrell. 

Ten candidates ran for the three open positions. Newcomers Paulette Lichatowich and Larry Ericksen will be sworn in on July 8th. 


Larry Ericksen

Lichatowich served on the Columbia County Planning Commission for eight years and has a background in research consulting and nonprofit work. Ericksen runs a photography studio in nearby Scappoose.


Lichatowich and Ericksen replaced longtime commissioners Colleen DeShazer and Robert Keyser, who served for 16 and 11 years, respectively. 


Congratulations, Commissioners Avent, Lichatowich, Ericksen! Thanks for your many years of dedicated service, Commissioners DeShazer and Keyser.

Ray Fosse, who served for 20 years as a commissioner for the Oxnard Harbor District and was a longtime APP participant and Executive Committee member, passed away on April 16. He was 76.


Ray served as APP President in 2000-2001 and will always be remembered for his sense of humor, including his legendary poems at the conclusion of APP events.
